Good/Evil agendas will take time to reach, Evil is good but depends on how easy it is to awaken through other means. Agenda is interesting, Neutral agenda seems insane for early snowballing (I assume hitting at least 1 positive tier would be possible from the beginning using +stability perks) as it basically gives the equivalent of t1 food and production buildings for free. High - Combat bonus seems strong (partially unknown but even +4 dmg alone is not bad), but requires extra time and/or tech to unlock. Prospecting seems like it would allow to rush buildings in the earlygame which is good but likely won't scale into mid to late game. Industrial - Seems very meh at a glance, combat ability is vs physical damage only and is made almost irrelevant with focus fire due to 1/turn cap. In any case, getting extra turns of movement is very powerful and likely makes this the most mobile culture, at least at the start. Some unknown hero bonuses that will take time to manifest like heroes themselves.īarbarians - combat ability is only ok, ritual of alacrity seems massive but depends on costs and cooldowns if any.
